UCC/EFS/Buyer Registration

UCC/EFS E-Filing System Information
● Privacy and security is assured via Secure Socket Layer (SSL) protocol which encrypts the information being passed between the web server and the authorized user’s computer. Authorized user information is not sold to anyone.

● Unique user ID and passwords are assigned to every authorized user.

● Users are provided with the capability to file their UCC's immediately without the delay experienced when submitting a paper filing.

● The E- Filing System availability is 24 hours a day 7 days a week, unless down for system maintenance. Authorized users will be notified in advance of any maintenance activities.

● Payment for filing fees is automated, fees are deducted directly from the authorized user’s Pre-Paid Account (PAD) at the completion of the filing. Once payment is processed a PDF of the receipt is available it will provide the current charges and the running PAD account balanceAuthorized users are not restricted to E-filing. Paper filings are accepted using the national forms.
All fees associated with filing on the E-System will be deducted from the authorized user’s PAD Account at the time of the completion of filing.
The filing date and time is the actual date and time the system accepts the filing upon completion.
Passwords are valid for a period of 90 days. An email will be sent notifying the user that the password is going to expire.
No, if attachments need to be part of the filing you will need to submit a paper filing with the complete collateral listed.
Multiple amendments may be filed on one filing, see examples below. The authorized user has the ability to file multiple amendments on the same financing statement for one fee of $7.50.

Note: Debtor amendments and Secured Party amendments cannot be filed at the same time.

Certified Searches
No. A certified EFS search requires you to contact this office at ucc@wyo.gov. A UCC certified search may be conducted online.
● Identification of the filing officer and the certificate of the filing officer.

● The date the report was generated.

● Identification of the name searched.

● The certification date and time for which the search is effective.

● Identification of each unlapsed initial financing statement and corresponding amendments filed on or prior to the certification date and time corresponding to the search criteria.

● Copies of all documents revealed by the search if requested by the searcher.
“Noise words” are those words at the end of an organization names which indicate a business type. For example, “Inc”, “LLC”, “Co” are just a few. Selecting the “Omit Noise Words” option in a search request causes the system to remove the last “noise word” phrase from the end of your search criteria. EFS General Information
The last 4-digits of the SSN or FEIN are required for an EFS initial filing or debtor amendment.

Filings lapse five (5) years from the date filed unless a continuation amendment is filed within 6 months of its lapse date.
No, each product and county code must be listed seperately.
UCC General Information
No, social security numbers and FEIN numbers are not required.
Generally, filings lapse ten (10) years from the date filed unless a continuation amendment is filed within 6 months of its lapse date. Certain filings lapse at earlier or later times, or do not lapse at all.

Public Finance Transactions: 30 Years
Manufactured Home Transactions: 30 Years
Producer Liens: 210 Days
Transmitting Utility: No Lapse/Ongoing

Subscriptions: UCC/EFS
● Complete and manually sign the E-Filing System Agreement form. This form is used for new and renewal Subscriptions and must be completed in its entirety.

● Must contain original signatures (facsimile signatures or copies will not be accepted).

● Internet Filing and Searching may have up to two primary users selected.

● The appropriate fee associated with the service type must be included (credit card payments are not accepted).

● The PAD Account form must be included with all New Subscriptions.
● An E-System user may subscribe to one or all services available, with no restrictions and only one fee.

● When subscribing to more than one service the fee’s associated must be submitted for all services at the time of submitting the subscription form (new and renewal).

● You may submit separate subscription forms at different times for each service. The renewal date will be one year after the date of filing the corresponding subscription.

● You do not need a separate prepaid account for each subscription, the pad account is set up using the subscriber’s information provided on the application.
● Subscription renewals must be submitted prior to your yearly renewal date to ensure continued access to the E-System without lapse.

● Registration renewal notices are provided by the Secretary of State’s office, via email, 60, 30 and 10 days prior to the renewal date. The notices are sent to the primary contacts stated on the subscription form.

● Renewal subscriptions only need to submit the pad account form if amending information on record.

● Subscription fee must be submitted at the time of the renewal.

● If the subscriber fails to renew the subscription prior to the renewal date the authorized user accounts under the subscription are revoked.

● Must contain original signatures.
Buyer General Information
Reports are retrieved from our secure website.
A Buyer Registration Form will need to be completed with all user’s email addresses listed. Once processed by our Office an email will be sent providing the user’s name and a link to create a password for your account.
The cutoff date for the statutory monthly buyer reports is the fourth Thursday of each month at 5:00pm.
Your statutory monthly buyer reports are made available to you on the 4th Friday of every month.
An email will be sent on the 4th Friday of each month letting the buyer know the reports are ready to be retrieved.
The reports are provided in a PDF format. Users can search for a specific name within the report by selecting “Edit” in the menu bar and “Find;” or by pressing “Ctrl F.” Then, enter the name you are searching and press enter.
Subscriptions: Buyer Registration
● Complete and manually sign the Buyer Registration form. This form is used for new and renewal Registrations and must be completed in its entirety.

● The form must contain original signatures (facsimile signatures or copies will not be accepted).

● The Buyer Registration must have two primary users selected.

● You can have multiple users (no limit) per account.

● Registrations are valid for one year and can be renewed.

● There is not a fee to register as a buyer in Wyoming.
● Buyer Registration renewals must be submitted prior to your yearly renewal date to ensure continued access to the secure website without lapse.

● Registration renewal notices are provided by the Secretary of State’s office, via email, 60, 30 and 10 days prior to the renewal date. The notices are sent to the primary contacts stated on the registration form.

● If the subscriber fails to renew the registration prior to the renewal date the user accounts authorized under the registration become inactive.

● The form must contain original signatures.

About Our Office

We have a long history of serving the public. Beginning in April 1869 with the appointment of the first Secretary of the Territory of Wyoming, Edward M. Lee, by United States President Ulysses S. Grant, this office has always served the public from the State Capitol Building. However, following the completion of the Capitol Renovation Project in 2019, the Office is now located at Herschler Building East, Suites 100 and 101.
